The Propagation Congregation (TPC for short) is a tax-exempt private foundation for human salvation formed in 1986 in Richmond, Virginia by Bilal Yasin El-Amin and his family. TPC sponsors different activities with individuals, committees, groups, associations and corporations to invite to and educate the public in development and leadership in six identifiable aspects of life… Politics, Rituals, Education, Economics, Culture and Health. We have coined a convenient acronym to make these aspects of life easy to remember…. PREECHealth. We recognize and emphasize the oneness of these aspects of life. We see and recognize life as one, having at least six different manageable aspects. We participate as individuals, families and communities in each of these aspects of life.
One of the meanings of the word propagation is spreading the good news (and the word gospel also means good news). A congregation is three or more people who have come together for the purpose of serving G-d. And serving G-d includes any activities that please G-d and benefit society.
In order to show due reverence and respect for the Name of G-d, the Creator of everything, we do not use a spelling that could in reverse mean “dog.” So, we leave out the ‘o’ in spelling the Name of G-d. Many Jewish Believers share this sentiment and use the term G-d or G’d. We also use the Name Allah in referring to The Source Creator, as do many Arabic-speaking Christians. Reverse spelling of the Name Allah is Halla, which means O Allah, as used in supplications. There are 99 other beautiful Attributes, Authorizations, Signatures, or Names mentioned in the Qur’an. We call on Him by any of those Names.
- ~POLITICS~
In a speech in Dallas, Texas in March of 1991, Imam W. Deen Mohammed (G-d grant him peace and Paradise) said, “…I wish we would use these letters in an institution identifying our efforts:” MAPSAI. MAP meaning to plot or plan our course, and SAI meaning a great effort. He also suggested that we conduct our affairs through committees and conventions. We offer this suggestion: Muslim American Political Society and Ansar of Islam. Hence, we recommend MAPSAI as our political (social) entity. It is time we have our own political (social) identity. This does not relate to or reflect Democrats or Republicans ideas and activities of politics. We are referring to our individual and organizational social development, interaction and advancement. It also refers to our overall functioning as a complete society having a complete way of life based on the oneness of the cosmic procession, patterns, and structures.
We encourage ethical political (social) activity and awareness. Human beings are naturally social creatures; therefore, political (social) activity is inevitable. To this end, TPC seeks others who will join in what we call a political (social) society which we have named MAPSAI, an acronym for Muslim American Political Society and Ansar of Islam. MAPSAI is a separate entity from TPC. It is an unincorporated society (social order) which will have local, state, national and international associates, efforts and impact dealing with political (social) consciousness and awareness.
MAPSAI exists and functions through its committees and conventions. MAPSAI has six initial standing committees operating on local, state, regional, national and international levels: Politics, Rituals, Education, Economics, Culture, Health. Subcommittees and ad hoc committees are formed as needed. Local, state, regional, national and international conventions are convened as requisitioned by MAPSAI supporters and participants.
MAP means to chart or plan your course. SAI is an Arabic term that means to struggle, giving your best efforts to achieve excellence in every useful activity. Thus, MAPSAI represents excellence in collective planning and strong efforts. The word Ansar is an Arabic term for helpers of a great cause or effort.
We see Politics as our complete social life, not partisan politics associated with Democrats, Republicans, etc. Our partisan politics involve encouraging and helping qualified individuals to seek political office at all levels, voter registration and voter participation in elections at all levels. We do not endorse political candidates for any office. We encourage political (social) consciousness and awareness and its ties or relationship to economic establishment.

- ~RITUALS~
We see religion as a way of life, not just rituals. Rituals are important parts of religion. The combined aspects of life we have named here constitute religion, that is, the complete, balanced, abundant way of life designed and preferred by The Source Creator. Religion is life and life is religion. G-d says in the Qur’an that “…He created men and jinn for no other reason than to worship (or serve) Him.” Our whole life is to serve Him. Everything in creation serves us.
Rituals and theological beliefs constitute small but important parts of life. What we actually do after our rituals, based on our professed theological beliefs, faith and developed character is our religion, or way of life. Serving or worshiping G-d includes everything we do that pleases Him and benefits society. It begins with continuous self-development of our own mind, body, and soul.
- ~EDUCATION~
It is reported that Prophet Muhammad (peace be upon him) said “The ink of a scholar is more precious than the blood of a martyr.” All of us require continuing education (the acquisition, assimilation and application of useful knowledge) from the womb to the tomb. To this end, TPC has sponsored a public access TV series of live call-in programs featuring special guests to address the aspects of life we named here. We intend to educate the public to think of life as one, having different aspects which cannot be separated. The TV program aired for 16 weeks and was suspended due to our other obligations and lack of support. TPC also sponsored a live call-in radio program for over 18 months… until our money ran out. TPC has published a book by Bilal Yasin El-Amin, which is based on his personal search for truth and his personal journey to Al-Islam. The book is now being edited for its second edition. Our goal is to educate the public with the correct picture of Al-Islam in order to correct what is presented by most of what we call mainstream media and misguided scholars.
- ~ECONOMICS~
Good business is the proper management of numbers, time, material resources and the leadership of people. People cannot be managed; people must be led. Worship of G-d includes the conduct of business and the acquisition of wealth by means allowable by G-d. We believe in the principles of net-working and mutual support. TPC supports and works with El-Amin Business Services (EBS), a family business which specializes in auditing, tax preparation and advice, business plans and consultation, mutual funds investment and term life insurance.
Another one of the El-Amin family businesses is called BREAD… Bilalian Real Estate Acquisition & Development. We must acquire REAL estate… not virtual estate or cyber estate (or space), but REAL estate. We build farms and gardens beneath which rivers flow. No community can exist without land. Even the created cyber spaces and virtual spaces exist by and through entities that own real estate and other equipment and assets. So, if we have no real estate how can we have or control anything else?
The purposes of BREAD are to acquire and develop real estate for homes, offices, schools, hospitals, agricultural, solar and wind farms. BREAD is what we call an olive tree… an entity that can feed us, and survive our present family members and feed our future generations. BREAD also alludes to a “book which ought to B READ (be read)” …the Qur’an …as referred to by our Imam W. Deen Mohammed (G-d grant him peace and Paradise). We believe every family should plant (establish) at least one olive tree, or an orchard if possible. Our young people are preparing to do this. Our youth realize that job creation is better than job seeking. Entrepreneurial spirit is on the rise, thank G-d. And goodness is on the rise!
Starting a family business is a real and tangible expression of faith in G-d, self, family and humanity. Family businesses lay the foundations for employment, economic justice, peace, independence and interdependence. There can be no independence in other aspects of life without economic independence. We keep several income streams open along with full-time employment. When success comes from any one of the part-time endeavors, retirement from the full-time j-o-b will be welcomed. Our business efforts are separate entities from TPC, and they exist to support the tax-exempt efforts of TPC. Donations from all our business efforts are made to TPC. We have also established a Go Fund Me page.
Most of us do not have business sense as a people, and that is why we are not represented business-wise in America. We are a deficient and extremely dependent people—dependent upon taxpayers who have establishment, who have an economic base, and are not dependent upon charity. We are dependent upon the Messiah, the Christ in the White House, or the Democratic party that will treat us as their little children, and protect us, and pour out to us charity from the rich of this country for the poor black masses. Health may be considered a component of education or culture. However, with the attention given to physical health in our society today–health spas, health plans and programs, health clubs, health maintenance organizations, etc., we can look at health as a distinct and separate aspect of life. The word health at the end of our acronym, PREECHealth, also reminds us to demand and maintain health in all of the other aspects of life. So this includes social, spiritual, academic, economic and cultural health as well as physical health. Our health is our first wealth.
Balanced attention to these aspects of life brings about a well-balanced society and a beneficial and rewarding personal life. One of the greatest of the rewards is sharing our achievements and benefits with others who can appreciate our aspirations for establishment and achievement in mapping our strong efforts and charting our best course. Yes, we worship One Creator. He is One and His creation is one. He created the diversity in our chosen paths in every aspect of life… the diversity in our colors, languages, perceptions and talents.
Everything in creation serve Him. Everything obey Him… except man… most of mankind are ungrateful and rebellious. The sun, moon, stars, planets, wind and rain, plants, animals and angels obey Him instinctively. They cannot disobey Him. He gave mankind free will out of His Mercy and Wisdom. Therefore we are free to obey or disobey… to believe or disbelieve. The consequences of our obedience or disobedience, belief or disbelief are already established by Him in His creation, but are brought upon us by our own choosing… the freedom of choice.
We are truly free to serve Him or not to serve Him. If we do not serve or worship Him, then we serve or worship something else in His creation, including our own self. And we have seen the consequences of that throughout history and we see it even more profoundly in this day and time. It is becoming more and more evident that we are living in a day of judgment… a day of the winding up of things… wherein His Power and His Glory will become more and more evident to all of His creation. So to whom shall we turn in these overwhelming times? To Him alone! The peace and joy we seek and need so much for our soul are provided by obedience to Him alone… that is obedience to the best desires and best inclinations He put into our nature when He created our father Adam.
He gave us all the knowledge we have. He taught us to read… not just to read words, but to read all of the signs in His creation, including the signs in our own being. And we can use that knowledge to our benefit and thereby glorify Him, or we can use that knowledge to our detriment by showing our ingratitude to Him. His mercy and forgiveness are profound and unbounded. He forgives again and again… upon repentance. And He is the Most Merciful Benefactor, the Most Merciful Redeemer… the Most Wise. All praise is due to G-d!

As you and others who read my opinions know I refer to us , when identifying us as a people I use the one situation no one wants to muscle in on so that the issue of who is who does not become confused.
I am a 76 year old college student now who graduated from high school at the age of 74. I have also been a part of movement of G-D as The Sole Creator of all Human beings for close to six decades, so I familiar with your endeavors and proposals. I hope to G-D to contribute to your so laid out hopes and formulas for the uplifting of humanity as more than a spectator or an audience.

RACISM IS DEAD!
Racism is dead and those who practice and perpetuate it are dead. Some racists say racism is alive and well. Racism never was alive or well; it has always been an artificial and sick construction, and those who see it as alive and well are sick or dead or both. Stop using color to identify people and ethnicities, and racism is dead.
Allah says He created the human race, and before that He created the jinn race. These represent manifestations of forms and functions of complete, balanced, abundant life. Humans made other manipulative forms and functions to control minds, bodies, and souls.

These comments are with regard to violence and violent deaths in international, national, and street wars that are led and instigated by so-called leaders from ‘on high’ who beam down thoughts and prayers and family and friends start go-fund-me pages for families of the dead after every gruesome incidence of mass or individual murder or assassination.
“Thoughts and prayers” and go-fund-me pages are not enough to stop the mad killing and killers. Political (social), ritual, economic, educational, cultural, and health manipulators and their billionaire sponsors must be replaced by human leaders. Artificial corporate control is not about “religion.” Color is a convenient cover to advance racism, divisiveness, and perpetual war. So-called people of color are the most hated, least organized, less funded, dependent, and vulnerable targets. The goals of the manipulators are mind, body, and soul control of all humans. The ones they cannot control, they will kill.
The best weapons against them are laser-focused social and economic influences. True humans must unite to increase social adhesiveness and reduce global consumerism and dependence upon their global corporate monsters. They are not too big to fail.
